Sharing power: Unlocking shared ownership for a fast and fair net zero transition
31 October 2024
This Regen report explores how shared ownership can give communities a stake in clean energy projects and proposes actions government and other bodies can take to support it.

This report from Regen, an independent centre of energy expertise, explores how shared ownership of energy projects – where developments such as wind or solar farms are jointly owned by energy companies and local communities – could support a faster and fairer transition to clean energy.
Supported through our Natural and Built Environment strand, this research looks at how shared ownership can give communities a meaningful stake in the renewable energy projects taking place around them.
Regen’s research highlights that shared ownership:
- can bring social and economic benefits beyond traditional community benefit funds, while also helping to build local support for renewable energy and strengthen partnerships between developers and communities
- can create opportunities for communities that may not have the resources or expertise to develop projects independently to take part alongside experienced partners
- should be actively supported, transparent and made accessible to a wide range of communities – particularly those facing disadvantage – to ensure that it delivers these benefits fairly
The report sets out practical recommendations for the UK Government and delivery bodies on funding, support and standard approaches that could help more communities participate in – and benefit from – the transition to a low-carbon energy system.
